Leadership role gives rural communities a stronger voice in shaping healthcare policy across New York
ELLENVILLE, NY – Ellenville Regional Hospital (ERH) is proud to announce that President and Chief Executive Officer Steven L. Kelley, MBA, FACHE, has been named Chair of the Board of Trustees of the Healthcare Association of New York State (HANYS), one of the state’s most influential healthcare advocacy and leadership organizations.
HANYS represents hospitals, health systems, nursing homes, home care agencies, and other healthcare providers across New York State. The organization serves as the collective voice of healthcare providers, advocating for policies and resources that strengthen patient care and improve the health of communities throughout the state.
Kelley’s appointment places both Ellenville Regional Hospital and the rural communities it serves at the forefront of statewide healthcare discussions and decision-making.

As Chair of the HANYS Board of Trustees, Kelley will help guide the organization’s strategic priorities and advocacy efforts during a period of significant change and challenge within healthcare. His leadership will bring the perspective of a rural Critical Access Hospital to conversations involving healthcare access, workforce development, financial sustainability, quality improvement, and the future of healthcare delivery across New York.

Kelley has served as President and CEO of Ellenville Regional Hospital since 2003. Under his leadership, ERH has transformed from one of New York State’s most financially challenged hospitals into a nationally recognized model for rural healthcare innovation, quality, and sustainability. The hospital has earned recognition for its commitment to patient care, community health initiatives, technology advancement, and financial stewardship.
His appointment also reflects the growing recognition that innovative solutions often emerge from smaller community hospitals. ERH has frequently been cited as an example of how rural healthcare organizations can successfully adapt to changing healthcare environments while maintaining a strong focus on patient-centered care.
Kelley has served on the HANYS Board of Trustees since 2017 and has held several leadership positions within the organization. He will serve as Board Chair through 2027.
